Read the five cards together and the pattern is hard to miss. The domain counter on this account reads 13 and the table beneath it prints 13 as well, which is a pleasant change from accounts where the two disagree. Three of the 13 are marked Active, those being jackpotjoy.com, ballycasino.co.uk and doublebubblebingo.com. One is Inactive. The other nine are marked White Label. On those entries the brand on show and the licence holder are two different businesses: a partner puts its name on the site, and Gamesys Operations carries the regulated duties underneath. That is why a complaint about Virgin Games or Monopoly Casino reaches the same Gibraltar desk as a complaint about Jackpotjoy. No trading name is filed against the account, and no premises.

The 2023 penalty, and what came with it

One regulatory action sits against 38905, decided on 22 November 2023. Gamesys Operations Limited was given a warning, had an additional condition attached to its operating licence, and was told to pay £6,071,292 in all, a total which takes in £165,042 of divested money.

The findings covered a stretch running from November 2021 to July 2022. Two of them concerned money laundering rules, one being the duty to prevent money laundering and terrorist financing and the other the separate duty that applies to operators based outside Britain. A third concerned customer interaction, which is the requirement to notice and act on signs that a player is coming to harm. The fourth was a failure to follow the guidance the Commission issues to casinos on this subject.

The notice records two points on the other side. The company worked with the investigation and said it had already put corrections in place, and the Commission found no sign of criminal money among the particular customer accounts it examined. Nothing further had been added to the account when 38905 was read on 14 August 2026.
