The Grosvenor and Mecca company file – checked August 2026

Rank Interactive runs twelve live British gambling sites: the three big names first – Grosvenor Casino, Mecca Bingo and Mecca Games – then Rialto Casino, Bella Casino, The Vic, Spin and Win, Regal Wins, Magical Vegas, Lucky VIP, Lucky Pants Bingo and Kitty Bingo. All twelve are declared on a single Gambling Commission account, 57924, held by Rank Interactive (Gibraltar) Limited. That account carries no premises of its own – the Grosvenor casinos and Mecca clubs sit on five separate accounts. The register records no regulatory actions against any of the six, but the Gambling Commission has penalised this group twice, in 2018 and 2021, and both cases are set out below.

One licence carries the websites, five carry the buildings

The striking number on account 57924 is a zero. A group known for high street casinos and bingo halls holds an online licence with no premises attached to it at all. The buildings are licensed separately, on five further accounts, and the register keeps them cleanly apart from the websites.

That is 148 licensed premises across five companies, and not one of them attached to the account that runs the websites. Rank Leisure is the odd entry: its licence is for adult gaming centre machines rather than casino or bingo, and it has run since 1 January 2009. Gaming Group Limited is the smallest of the casino companies at six premises.

Mecca is the case worth understanding, because the brand is split across two accounts rather than one. Mecca Bingo Limited holds the clubs on 2396, and since 22 September 2020 it has also held a remote Bingo licence of its own with exactly one domain on it: www.meccabingo.com. The same address without the www prefix, meccabingo.com, is declared on Rank Interactive 57924. One bingo brand, two accounts, two register entries that differ by three letters.

Read the register and Rank Interactive looks like a Berkshire company: the head office field gives Rank Group, Maidenhead, SL6 8BN. Read the sites and it looks like a Gibraltar one. Nine of the twelve live domains were opened and read in August 2026, and all nine paraphrase the same licensing block – Rank Interactive (Gibraltar) Limited, incorporated in Gibraltar under company number 120385, registered at Icom House on Irish Town, licensed by the Gambling Commission under account 57924 for British players and by the Government of Gibraltar under RGL 133 and RGL 134 for everyone else.

Both addresses are correct. The register records where the group is run from; the sites record where the licensed company is incorporated. It is worth knowing which one you are looking at before deciding two brands are unrelated because their paperwork points at different countries.

The footers also differ in one useful way. Grosvenor Casino adds three land-based account numbers to its licensing block – 614, 33465 and 34161 – and Mecca Bingo adds 2396. The other seven sites read name only 57924 and the two Gibraltar references. If a Rank site tells you about buildings in its small print, there are buildings behind it.

The judgement to take from that table is about scale, not quality. Twelve live sites is a small roster by British standards – the platform groups covered elsewhere on this site run domains in the hundreds – and the three Inactive entries are retired addresses rather than closures you need to worry about. G Casino was the older name for the Grosvenor online brand, and the two .mobi entries are leftovers from the era when mobile traffic needed its own domain. Nothing on this licence has gone dark recently. If you hold a balance at any of the twelve, it sits with the same licensed company.

Sanctions on file – two penalties the register does not show

The Gambling Commission has penalised this group twice. Neither case appears anywhere on the public register, which is exactly why it is worth setting out.

On 10 October 2018 the Commission announced a £500,000 penalty package against Rank Group, after a customer lost £1m credited to his account inside a single 24 hour period, playing both at a Grosvenor venue and on grosvenorcasinos.com. The findings were a failure to interact with a customer showing signs of problem gambling, contact made during a period of self exclusion, and breaches of the rules on providing credit. The Commission said the package would have been larger had Rank not self reported.

On 1 September 2021 the Commission fined Daub Alderney £5.85m and issued a formal warning, over shortcomings in both its social responsibility duties and its anti money laundering controls, across a period running from January 2019 to March 2020. Daub Alderney is the licensed company that ran kittybingo.com, luckypantsbingo.com, luckyvip.com, magicalvegas.com, regalwins.com and spinandwin.com – six of the twelve domains now declared on 57924. Rank took control of that business in October 2019, part way through the period investigated, and the Commission was explicit that a licensee does not mitigate its culpability by having its shares pass from one set of investors to another. It was not the first time that licensee had been penalised. On 13 November 2018, well before Rank had any involvement, Daub Alderney was fined £7.1m and had extra conditions attached to its licence, again over money laundering and social responsibility failings. It appealed the 2021 penalty; the First-tier Tribunal dismissed the appeal and the £5.85m stood.

None of that shows on the register. The regulatory actions counter reads zero on all six Rank accounts, each sanctions page returns no recorded actions, and the separate regulatory actions register – 130 records in total – returns nothing for Rank, for Daub Alderney or for account 57924. That dataset tracks actions recorded against currently licensed accounts; it is not a full enforcement history. A zero on the counter is worth checking, but it is not the same thing as a clean record, and this operator is the clearest example of the difference.
