⚖ One licensee, twelve brands, zero buildings

The licensed company is incorporated in Gibraltar, at Icom House on Irish Town, while the public file gives a head office at Rank Group in Maidenhead, England. Its licence covers bingo and casino play, gambling software, and general betting across real and virtual events - five permissions, every one of them remote, meaning the whole licence is exercised online.

The three retired addresses are leftovers rather than warning signs: gcasino.com was the older name for the Grosvenor online product, and the two .mobi entries date from the years when mobile traffic needed a domain of its own. Nothing on this licence has gone dark recently.

🏢 The buildings sit on five other licences

A group built on high-street casinos and bingo halls holds its web licence with no premises at all, because the buildings are licensed separately. Five further Rank Group companies hold them: Mecca Bingo Limited with 61 premises, two Grosvenor companies with 45 and 22 between them, Rank Leisure with 14 adult gaming centres on a licence running since January 2009, and Gaming Group Limited with six. That is 148 licensed premises, none of them touching the account behind the websites.

🔖 One Mecca brand, two licences

Mecca is the split worth knowing about. The clubs company has also held a remote bingo licence of its own since September 2020, carrying exactly one web address: www.meccabingo.com. The same address without the www prefix is declared on the Rank Interactive licence. One bingo brand, two licences, two entries three letters apart - both pointing at the same group.

📍 Two addresses, and both are right

Read the licence file and this looks like a Berkshire company; read any of the twelve sites and it looks like a Gibraltar one, incorporated there and covered for players outside Great Britain by the Government of Gibraltar. One record shows where the group is run from, the other where the licensed company lives, and neither contradicts the other.

Nine of the twelve live domains were opened and read in August 2026 and carry matching licensing blocks in their footers. Grosvenor Casino and Mecca Bingo add their land-based licence details there too; the digital-only brands print the web licence alone. A Rank site that mentions buildings in its small print really does have buildings behind it.

📜 The penalty history in full

Every licence page tied to this group shows an actions counter at zero. On this operator that number hides more than it reveals: four separate penalties sit behind these twelve brands, and not one is visible from the file as it reads today.

The first case predates everything else here. On 10 October 2018 the Commission announced a £500,000 penalty package against Rank Group after a customer, credited with £1m inside 24 hours, lost it playing at a Grosvenor venue and on the Grosvenor website in parallel. Three failings were named: no intervention despite obvious signs of a problem, contact while the customer was self-excluded, and credit provided against the rules. The package would have been larger had Rank not reported the case itself.

The two heaviest fines belong to Daub Alderney, which ran six of the domains now on this licence - kittybingo.com, luckypantsbingo.com, luckyvip.com, magicalvegas.com, regalwins.com and spinandwin.com. On 13 November 2018, before Rank had any involvement, it paid £7.1m and took extra conditions on its licence after the regulator found holes in both its money-laundering controls and its duty of care to players. On 1 September 2021 the same company took a £5.85m fine and a formal warning covering January 2019 to March 2020 - Rank had bought the business, through Stride Gaming, in October 2019, midway through that window, and the regulator stated plainly that a change of owner does not soften the culpability of a licensee. Daub Alderney appealed; the First-tier Tribunal dismissed it and the fine stayed in place.

The last entry lands closest to the current licence. In January 2022 the predecessor operator settled for £700,557 over failings from October 2019 to February 2021 - interaction triggers set too loose, linked accounts never matched up, self-exclusion imperfectly enforced - and the settlement named Mecca Games, Grosvenor Casino, Bella Casino and finally Mecca Bingo. Two months later the licence transferred to Rank Interactive (Gibraltar) Limited, and the counters started again from nothing.

📊 What the zero counter can and cannot tell you

Each of the six Rank-linked licence pages shows no recorded actions, and the separate public list of enforcement outcomes - around 130 entries when read in August 2026 - has nothing for Rank, for Daub Alderney or for this licence. That list tracks actions logged against currently licensed accounts, so it cannot reach back past March 2022 for this operator. The zero is worth checking, but it is not the same thing as a clean record, and this group is the clearest example of the difference.
