That account lists eleven domains in all, six of them live and five dormant, and it records no trading names whatsoever. Its regulatory actions page is empty, which is not the same as a clean record – the Commission announced a £600,000 penalty package against this licensee in 2018 and a £1.32 million penalty in 2022, and neither of them shows on the register today. All six sign-up pages were opened on 13 August 2026 and every one of them presented a working form.

Six domains live, five dormant

Eleven domain names sit on account 39198, and the register splits them into two tables by status. The live six are leovegas.co.uk, betuk.com, pinkcasino.co.uk, betmgm.co.uk, slotboss.co.uk and 21.co.uk. The dormant five are bingos.co.uk, leovegas.com, bingoloopy.com, www.leovegas.com and bingogodz.com.

Two details in that split are worth pausing on. The first is that the register keeps leovegas.com, and its www form, as Inactive entries while leovegas.co.uk stays Active, so the address most players would type from memory is not the one the British licence covers. The second is that three of the dormant entries are bingo domains attached to no live brand on this page. They sit on the file as history, not as sites anyone can join.

Eleven domains and six brands make this a small file by the standards of the register. Jumpman Gaming runs into the hundreds. What makes 39198 unusual is not its size but how little of it is spread about: one account, one licence number, one head office, and no second company anywhere in the chain.

Eleven addresses, opened one by one

The six Active entries were opened in turn on 13 August 2026, and every one answered as a trading site under its own name. Type any of them without the www prefix and the site adds it back itself. Nothing forwards to a different brand and nothing carries a closure notice. Sign-up was tested on each of the six the same day – not just whether the homepage loads, but whether the register button leads anywhere – and on all six it leads to a live form.

The three retired bingo addresses are another story. bingos.co.uk, bingogodz.com and bingoloopy.com returned no page at all when opened the same afternoon: no site, no forward, no notice, nothing. They exist as register entries and as nothing else. The last two dormant entries, leovegas.com and its www twin, are recorded as Inactive for Great Britain; the British flagship trades on leovegas.co.uk alone.

One licence number on all six footers

Each of the six live sites was read again on 13 August 2026, and each names the same licensee. LeoVegas, 21.co.uk, BetUK, Slot Boss, Pink Casino and BetMGM all carry a licence statement naming LeoVegas Gaming PLC, and all six link that statement straight through to the Commission page for account 39198. There is no white label arrangement here and no platform company standing behind the brands.

The register records no trading name for the account at all, so the six brand names live on the file purely as domains. A business register search for leovegas, slot boss, pink casino, betmgm or 21.co.uk returns account 39198 and nothing else. Searching betuk brings back two entries, and the second – iBet Global Limited on account 53377, which files ibetuk.com – has no connection to this company. Every one of those searches was run on 13 August 2026.

One small mismatch is worth recording. The register prints the head office as Plaza Commercial Center on Bisazza Street in Sliema. The six footers print the same street and postcode as The Plaza Business Centre, and the shared terms add a company number the register page does not show, C59314. Two building names describe one address in Malta.

The same sign-up form behind six names

Click Sign Up on any of the six and the same machinery appears: a page at the address /auth, a menu of welcome offers to choose from, then a two-step form asking for an email address and a password before anything else. The offer menu is where the brands differ. LeoVegas, BetUK and BetMGM, the three whose main menus include a sports section, each present three offers; Slot Boss, Pink Casino and 21.co.uk present two. Registration was not completed on any of them – what this page records is that the route was open on 13 August 2026 and what it asks for first.

What the six were offering on 13 August 2026

These change, so treat every line here as a dated snapshot. LeoVegas offered 50 wager-free spins for a £10 deposit played once through. Pink Casino matched the spin count at the same £10 level, while Slot Boss asked £20 for its 50. BetMGM put 200 spins behind a £10 deposit, the largest count on the licence, and paired them with the identical £40 free-bet sports package BetUK leads with – split into four £10 free bets pointed at accumulators and multiples. 21.co.uk went its own way entirely: £5 in Golden Chips for a £10 stake on live casino, spendable on Playtech tables. What the licence does not include

Reading what an account holds is half the job; the other half is noticing what it does not. Account 39198 carries no gambling software licence, so LeoVegas Gaming PLC is licensed to run casinos, betting and bingo but not to supply games to other operators – the reverse of a company like Skill On Net, which holds a software permission beside its casino one. There is no lottery permission and no pool betting, and nothing covers premises, because none are recorded: this is an online-only licensee. Four permissions and no fifth; the newest, virtual-event betting, was added in April 2025 and is the only change to the licence in seven years. The bingo permission, dated February 2018, shows on the live sites as bingo sections inside the casino menus rather than as standalone bingo brands – the three bingo addresses on the file returned no page when opened.

Six brands, six live domains, eleven entries on the file. The five missing from this table are the dormant ones listed further up, and none of them serves a brand covered on this page.

Sanctions on file – two fines and an empty page

What does the register itself hold?

Nothing at all. The actions page for 39198 says no regulatory action is recorded for the business, and searching the separate regulatory actions register – for leovegas, for leo vegas, for vegas and for the account number itself – produced no result in any of the four attempts on 13 August 2026.

Two further penalties were announced by the Commission yet appear on neither register.

  • 2 May 2018 – £600,000. That is the announcement date. The Commission found 41 adverts that misled, and three separate failures around self-exclusion. Money went unreturned to 11,205 people who had self-excluded and closed their accounts. Marketing reached 1,894 people who had already self-excluded. And 413 self-excluded customers were let back into gambling without the consultation and the twenty-four hour break the rules require. The operator also gave up the funds gained through the failings and met the cost of the investigation. The public statement behind the case has since passed the three-year publication limit, so the announcement itself is the fullest account still online.
  • 3 August 2022 – £1.32 million. That too is the announcement date. On the social responsibility side the Commission found spend triggers for safer gambling review set far above what an average customer spends, six hours of play chosen as the point where a 45-minute compulsory break begins with nothing on file to justify that choice, and indicators of harm left unactioned despite the company holding its own policies covering them. On the money laundering side it found financial thresholds set too high to manage the risk sensibly, and too little collected about where customer money had come from. The outcome was not the money alone: an official warning came with it, and an audit was ordered to verify that the policies were being applied in practice. One further detail dates the roster itself – the announcement lists five domains the operator ran, beginning with leovegas.com, an address the register now marks Inactive, and betmgm.co.uk does not appear in it.

Why the page reads empty is worth stating plainly, because the empty page is the part most likely to mislead. A register counter shows what stands against a licensed business today. It is not an enforcement history. Both penalties above closed years ago and left the file when they closed, while the licence they were imposed on is still Active today. Anyone who opens account 39198, reads the zero and concludes that this operator has never been sanctioned would be wrong twice over.

Questions a register reader asks

Is the British BetMGM really run by LeoVegas? The register answer is yes in the only sense the register knows: betmgm.co.uk is a domain on account 39198, the betmgm.co.uk footer names LeoVegas Gaming PLC, and a business search for betmgm returns this account and no other. Who owns the BetMGM name worldwide is a corporate question the register does not record, so this page does not answer it.

Why does leovegas.com show as Inactive? The register lists the domain names an account may use for Great Britain and their current status. The dot-com address is marked Inactive while leovegas.co.uk is Active, which means British custom runs through the .co.uk address. The register does not say what the dot-com serves elsewhere, and neither does this page.

Will the two penalties appear if I open the actions page? No. The actions page reads empty, and all four searches of the separate actions register return nothing either. The penalties live in Commission announcements instead, both linked below, because closed cases drop off the live register while the announcements stay online.
