The company behind Virgin Games and Jackpotjoy – checked August 2026
Jackpotjoy, Double Bubble Bingo, Bally Casino, MONOPOLY Casino, Virgin Games, Megaways Casino and the Rainbow Riches sites are one licence rather than seven operators: Gamesys Operations Limited, Gambling Commission account 38905. Thirteen domains sit on that single account – three active in its own name, nine carried under borrowed brands, one switched off. The account carries one recorded sanction, a £6,071,292 penalty decided on 22 November 2023. An earlier Commission settlement, announced in June 2019, is not in the Gambling Commission records at all.

Three domains in its own name, nine flying someone else’s
The Gambling Commission gives every domain a status, and on 38905 those statuses split three ways. Three read Active: jackpotjoy.com, doublebubblebingo.com and ballycasino.co.uk. Nine read White Label: monopolycasino.com, virgingames.com, rainbowriches.co.uk, rainbowriches.com, rainbowrichesbingo.co.uk, rainbowrichescasino.co.uk, rainbowrichescasino.com, rainbowslots.co.uk and rainbowslots.com. One reads Inactive: megawayscasino.com.
That white label marker is easy to misread. It does not mean a different company takes the deposit. Of the four sites we opened on 7 August 2026 – Jackpotjoy, Double Bubble Bingo, MONOPOLY Casino and Rainbow Riches Casino – all four name Gamesys Operations Limited as the operator, white label or not. What the marker really tracks is borrowed intellectual property: MONOPOLY Casino prints a Hasbro copyright running from 1935, Rainbow Riches Casino prints Barcrest Group Limited, and Virgin Games trades on a name licensed from the Virgin group. Nine of the thirteen domains are somebody else’s brand on Gamesys plumbing.
One brand that looks like a sister is not one. virginbet.com sits on Virgin Bet Limited, account 54310, with its own trading name and its own licence. Virgin Games and Virgin Bet share four letters and nothing in the Gambling Commission records.
Three regulators on one footer line
Those four footers print an unusually long licensing block, and they print it identically: Gamesys Operations Limited of Suite 2, Floor 4, Waterport Place, Gibraltar, licensed in Great Britain by the Gambling Commission under account 38905, licensed at home by the Government of Gibraltar and supervised by the Gibraltar Gambling Commissioner, and licensed in Ireland by the Office of the Revenue Commissioners under reference 1021538. The Gibraltar entry is where they stop agreeing: Jackpotjoy, MONOPOLY Casino and Rainbow Riches Casino each cite two Gibraltar licence numbers, RGL 46 and RGL 153, while Double Bubble Bingo cites RGL 46 on its own.
The copyright line has moved as well. All four now close with Bally’s Intralot, which follows Intralot completing its purchase of the Bally’s international interactive business on 9 October 2025. None of that reached the Gambling Commission record: the licensee name, the account number and the Gibraltar address the Gambling Commission prints are the same ones the live footers print.

Thirteen domains, eight rows: the Rainbow Riches name alone accounts for seven of the thirteen. Anyone counting brands rather than licence entries will get a much smaller number than the licence does.
Sanctions on file – the one that shows and the one that does not
The counter on 38905 reads 1, and that entry is documented in full. Decision date 22 November 2023, published by the Commission on 10 January 2024: a financial penalty of £6,071,292, a figure that includes £165,042 of divested funds, together with a warning and an extra condition attached to the operating licence. The findings covered November 2021 to July 2022 and ran across two areas – money laundering controls, including the rules that apply to operators based outside Great Britain, and customer interaction under the social responsibility code. The Commission also recorded that the licensee co-operated with the investigation, said it had taken corrective steps, and that no evidence of criminal money was found among the customers examined.
The counter stops there, and that is where it misleads. On 11 June 2019 the Commission announced a settlement with Gamesys (Gibraltar) Limited worth around £1.2m: £460,472 returned to people whose stolen money had been gambled on its sites, and £690,000 handed over in place of a fine. The investigation started when police traced three individuals depositing stolen funds. Search the Gambling Commission today for that company name and nothing comes back – it is not on the Gambling Commission business search, and the settlement is not among the 130 records in the Gambling Commission enforcement list either. A counter of 1 means one current action against a currently licensed account. It is not a history, and it is not a clean bill of health.
