The counter on that account reads nought, but two Commission penalties have been announced against this operator, worth £910,000 together.

What the footer spells out

The lottoland.co.uk small print, read in August 2026, names EU Lotto Ltd, company 109514, of Ocean Village Promenade, Gibraltar – and states plainly that Lottoland “is not an official lottery operator”. Customers bet on the outcome of draws, and winners are paid by Lottoland itself, not by any lottery. That bet-on-the-draw model is the entire company; there is no second brand to spin it into.

Sanctions on file – £910,000 that neither register shows

Account 38991 shows a nought beside regulatory actions, the actions page states that nothing has been recorded for this business, and no result comes back from the regulatory-actions register for eu lotto, for lottoland, or for the shorter stem lotto. All three were checked in August 2026. The Commission enforcement pages tell a different story, and both of the announcements below are still published.

The 2021 case came out of planned compliance activity rather than a complaint. On social responsibility the Commission found customers changing deposit limits repeatedly without that being treated as a sign of trouble, no evidence of suitable checks on what a customer could afford, and interaction that amounted largely to an email listing responsible-gambling tools and requiring no reply. On money laundering it found bank statements supplied as proof of address that were never properly analysed, accounts left unrestricted after a source-of-funds request, debit cards in other names accepted onto customer accounts, and heavy reliance on threshold triggers set without regard to income or wealth. Helen Venn, an Executive Director at the Commission, was quoted saying the case followed planned compliance work.

What the 2021 announcement leaves out matters too. It sets no added licence condition beyond the audit, orders no divestment, states no investigation costs, and names no website other than lottoland.co.uk. The 2017 announcement names no licensee company at all – it names only the brand. The public statement promised in 2017 can no longer be read, because a public statement stays online for only three years after it is issued, so the news article is the surviving source for both figures.

None of this stands against the account today. It is history the register does not carry, and it is the reason a nought beside regulatory actions cannot be read as a record of good behaviour.

Why sister-site lists circulate anyway

Lottoland operates in many countries, and its other-market domains get rounded up by affiliate pages as “sisters” of the British site. The register test cuts through it: which domains share account 38991? One does. Foreign Lottoland sites answer to other regulators for other customers and have no standing on the British register.
